Abstract

From 1921 to 1923, the International Committee of the Red Cross (ICRC), through its delegation in Moscow –represented by Woldemar Wehrlin– developed a first action project to defend and assist Russian and foreign political prisoners in Russia. Starting with a general analysis of the relations among the Committee, Russia and the Red Cross of the Russian Soviet Federative Socialist Republic (RSFSR) after the Bolshevik Revolution, the opening of a permanent ICRC delegation in Moscow (1921) and the fundamental characteristics of this delegation, the main objective of this paper is to study in depth the Committe’s negotiations with the Russian authorities in order to visit political prisoners in their places of detention and alleviate their suffering. To this end, the text draws on specialised literature on the subject, mostly written in French, and on documentation from the Archives of the International Committee of the Red Cross (AICRC). In the light of these sources, the text reconstructs this process and the causes that led to the failure of the action. It marked the ICRC’s mission in Moscow and conditioned the Committee’s post-war policy of expanding its areas of action towards civilians and political prisoners. It also demonstrated the restrictions and the limited possibilities of extending humanitarian aid and relief actions to another category of conflict victims, that of political detainees, in a non-democratic regime such as the USSR.
